It can take a couple of days for ammonia to start to breakdown and for nitrite to show up. Nitrate obviously takes longer.

No it should be fine you won't needcto add any ammonia again until all the original ammonia is gone

The ammonia tested around 3ppm. Looks like added more ammonia then needed for 15 gallons of water. I added an amount of ammonia for 20 gallons, my rock is 5 gallons. I just added some carbon to the hang on power head. I am thinking it is some kind of bloom from the cycle bacteria.

It could be the ammonia it could be sand if you have sand it could be dust from the rocks in the water. Lots of things. Run the carbon see if that helps to clear it some and I wouldn't worry too much while its cycling bc you're going to remove most of that water with a big waterchange before you add fish.
I know its cool to see it with the lights on but I agree maybe go dark a couple days and see what happens but you're gonna replace most of the water later anyways not a huge deal at this point. Would be nice to know where its coming from though.

Bacterial bloom. The cloudiness will resolve itself in a week or so.
Not sure where the ammonia is going if it nitrite and nitrate aren't showing up. You can always add some more bacteria. I like Bio-Spira. U can buy it at a petco. It could be your test kits aren't good I dont remember what kind you're using but those are your options. You can't really ever have too much bacteria.
