What is wrong with this zoa? It looks blistered

I got 5 different zoa frags yesterday and all were dipped for the same amount of time and strength, but I noticed that these two heads on this frag looked a bit in bad shape, I don't think it's zoa pox.

Is it possible they were burnt from the dip?

It’s covered with a mucus which could be cos pic. I would dip in peroxide or diluted iodine if possible
