Is it just the one eye that is cloudy? It could be an injury or there could be some infection going on. I notice the fins also look a little tattered, is he being bullied by anyone? How long have you had the fish and when did you first notice the eye? Is he in QT already? You can treat with erythromycin to help clear the eye up. Also epsom salt helps to reduce swelling, 1 tablespoon per 5 gallons. +1, it looks like a bacterial infection since the second eye looks a little cloudy as well.

I also would suggest a fw dip to check for flukes. Then run the erythromycin as suggested above.
 
+2 for FW dip to check for flukes if not treated for it. It seems that it developed secondary bacterial infection as well.

I agree that you should definitely check for flukes with the FW dip. The rest is definitely an infection. Antibiotics will be needed for that.
