Snails and crabs.
you can also just stir up the sand or vacuum it.

yea a light toothbrush is totally fine. most of the green your seeing is about to become purple coralline.
all signs its time to add some more snails.

How,many more snails would you recommend I only have 2 turbo snails at this, time

It's a 40 gallon breeder 2 clowns 1 Sandy crab 1 emerald and 2 hermits. And I feed frozen food

Cool. Id look into the 4 4 & 4 or 6 6 and 6. Get your turbos small though, well fed they can get big. Also you don't want too many as it can starve out the emerald.
Look at the Nassarius snails, they are carnivores and will clean up the meat.

One more thing when cleaning the rocks want to scrub them outside the tank right ?

you dont have to. Bubble algae and big nasty clumps yes. Many worry about it spreading, but really, it already has hasn't it?

I regularly hit small patches the snails couldn't get with a toothbrush.
