Would one hydra 64 hd or a kessil ap700 work better for 60 cube? Heavy sps eventually.

24x24x24 I have a hydra 54 non hd w the controller now but plan on upgrading by the end of the year
 
For a 24" SPS dominant tank, I would either go with the AP700 or 2 Hydra 32's. IMO the pucks on the 64 are just too close together so you would get better coverage and spread with the other options.
 
I would go with two of whatever. You are going to wish that you can spread them apart more once the stuff starts to grow a bit. You might even need some T5s later on down the road to help with the shadows.

I am running a 60g cube right now and it takes every bit of a 250w Halide to light every square inch of the tank well for SPS.

Heavy sps to me means heavy lighting. I have a 250w metal halide plus an XR15gen4Pro over my 60c and my sps are soaking up all the light I give them. I would honestly go with 2 hydra 52s, or 3 26s, or 3 XR15s, or 2 Reefi Duos if I was going all LED. Only because you mentioned SPS I would go this way.
