What phosphate reading would you think this is? I hate this color coded test thing. Can't never decide on what my result actually is.

Doing larger wc and feeding a bit less will help.What are your system specs?

I would run GFO, my tank was always in the same range like yours. Within 3 days of adding gfo in a reactor it now maintains .03 all the time.

I have a 120 gallon tank with a 30 gallon sump that contains caulerpa, chaeto, and dragons breath. I run a curve 5 protein skimmer and I have a media reactor with phosguard.
