Without knowing the True Dimensions, I can't be certain if your sump is too small. For a 45 gallon system, it looks big enough. I have a 55 gallon and it looks like a similar water load

With so much salt creep, it's difficult to see what is in there. I do not see a fiber filter or a biological medium, such as Bio Balls, ceramic blocks, or such.

Citric acid (or vinegar) would clean that sump up to close to new looking. Roughly the same idea as descaling your coffee maker.
I’d have to disconnect it?

Thought about putting a refugium

Ahhh. Didn’t realize it was up and running. Yes. That stuff is not good for your inhabitants.
Yes and I’m in a power chair

You can clean up your tank without contaminating your water, with just a little caution

Just my opinion, but if the tank isn'toverstock, I don't see a need for a skimmer
3 damsels
1 small yellow tang
1 clownfish
1 cherub angelfish

Hello

Rather than a skimmer, you could look into starting up a refugium in that section of the sump. I haven't used a skimmer in a long time, and it hasn't been an issue as the chaeto can filter your water really well.
