Is there anything I can get to attach rocks together that are in the tank already without pulling it out of the water and that won't harm my reef or fish?

well there is the marine epoxy but there are mixed feeling toward overall functionality of rockscape application, its better suited for attaching frags or small rock to the existing rockwork, IMO the best results are pinning(acrylic or fiberglass rods) your rock work together, you can achieve very unique forms as well as strength, height or span. unfortunately you'll need to remove the rock to drill the holes (masonry bit). lots of roc-scape build threads out there

I'm actually wanting it for putting frags that are on pieces of small rock to the bigger rock in the tank. Do you know the name of it?

I used jb waterweld for mine. Lot of people use that stuff. Your skimmer will go crazy for a couple of days but it is reef safe.
