What type of algae is this?

Is this a relatively new tank? If so, it's just part of the cycling process. It gets ulgy before it gets pretty!
 
If that has been up since Feb. then I suspect some sort of change has occurred in the tank. Does it blow right off the rock and does it ever start to cover the sand?

No it doesn't blow or cover sand its just on that top part of the rock the other part if the rock has nothing on it
 
It is possible that what you are seeing is a brown alga as it seems to grow with direct light but that is speculation without using a microscope as most unwanted thinks such as cyano, spirulina, bryopsis use direct light.
 
I just want to know is it harmful ? or should I just take a toothbrush and brush it off
 
The top of the rock is getting the highest direct PAR of the lighting which doesn't surprise me that it is growing there. If you use a brush, do it outside the take rinsing with lukewarm fresh water rinsing well as to help prevent the spread if it is a segmented alga.
