Looks like wire algae
You will have to take the rock out and place in container of tank water and scrub with a very firm brush like automotive detail brush
You can try to press hard with thumb and see if it peels off first
If not, scrub and return to tank and add pitho crabs and ninja star snails to maintain control
I have a similar low turf type film algae on my rocks to mixed with coralline. It's on the top of the rocks for the light. I just leave it be and it kind of regulates itself and feeds my critters. I just see it as part of the ecosystem and not really a nuisance type algae.
dang. If it's not a plague I think I'll just leave it. Some of the rocks are base rocks with pistol shrimp and goby living underneath. Will coralline ever out compete the algae?
