What Type of Algae?

What is this stringy almost like cobweb looking algae and how do I stop it?

With it being hard to tell with the photos. Could be one of 2 things with it being stringy, Dinos or Cyanobacteria. From the way it looks kinda resembles Dinos but like I said hard to tell from the photos!
