It's difficult to tell since there's only one image and it's rather blurry. It would also help greatly if you gave additional information such as where it may have been sourced from. If I were to guess, I'd say it might be the "Honeycomb Starfish" (Pentaceraster alveolus). I wouldn't trust them to be reef safe just as I wouldn't trust any sea star with "spikes" on their aboral surface. They are likely carnivorous and feed on detritus and other meaty foods (corals would probably be on the menu).

 
"Death Star" - Starfish shapped like this will eat everything in your tank then will crawl out and come for you in your sleep. Related to the Chocolate Chip star, so named because it prefers to eat humans that have recently consumed cookies!
