Whats going on in sump vs DT?

Any thoughts on why my sump always looks pristine and my DT tank always has algae? Once I clean it out of display its right back a couple days later. Both sump and DT are on same light cycle???? I never clean my sump. (Doesn't need it)

Tank getting the light and feedings whereas sump has biofilm and ecosystem in the box with filtered water going to the tank from its area
Do you have pics of tank itself under white lighting with algae?
 
I do not (tank is currently off but I will get some tomorrow). I do have pics under more blues though.

This is picture of if with 100% whites on.
Looks like am algae enriched cyano and best recourse would be to blow loose with a turkey baster and net or siphon loose matter. reduce white light intensity and add cleaners such as pitho crabs, chiton snails, margarita snails, trochus snails and ninja star snails.
Also for a week, add liquid bacteria such as Micro Bacter 7 at 1.5ml per 10 gallons during the day

I plan on converting it over to a bare bottom tank so was slowing going to start removing substrate. Do you think that will help as well? It seems to pop up first on substrate before rocks every time I do remove it.,

Thats a maybe. Inorganics-light and waste supports this stuff. Looks like a fuzzy gel when it forms
