What's that

Can anyone tell me what is that thing. I think it's a type of algae ; it looks like a ball made of dandruff. I have many in my tank and I have plenty of those small white particules free floating. There is actually no fish in my tank because I had a bad case of velvet. I'm in my first month of fallow.

It kind of looks like sand particles balled up around something..Do you still have snails and inverts hanging out in the tank during your fallow period?

I do but I don't have sand and the balls aren't where the snails hang out.
