A skimmer will remove at best 30%-40% of doc. Carbon and ozone can remove the rest, ozone makes carbon work better aomehow. Read it in an article. Why do you think it would remove 100% of the DOC?
Why would you want too?

Know of any inexpensive ozonizers?
I run a Redsea Aquazone but don't think they make them anymore. I would not assume that the combination will come close to removing 100% or would I want to remove 100% of the DOC in my tank.
What is your budget for the ozonizer ?
Do you have sponges that might use it? I dont want doc because its constantly being made anyways.
There are units sold on Ebay in the $40 - $90 range. You will need to consider at least an ORP monitor to set the output of the ozonizer. This units will give you an idea of what you can accomplish with ozone but I don't know how reliable they are. When you get serious about ozone use go with Ozotech.Im not on a budget, but dont want to spend tons on a simple concept. But id like to keep it under 100$
