What's this blown stuff and is it bad

Looks a little reddish so probably is the start of cyano.
if brown probably diatoms.
Very common in newly setup tanks ind if that is the case will probably die off in a few weeks.
New tank are full of all sorts of stuff the is not replaced by the bioload (feeding the fish). So as the tank matures there are algae/cyano blooms the run out of nutrients later.
The real problem with tanks is that after many months with things looking real nice and nitrates finally dropping to 0, you get a much more serious cyano (red mat) bloom. At that point I kill the lights so it dies off and then resume with less lights and feeding so it stays away.
But these initial algae blooms are usually just considered part of the normal initial cycling of the tank.

Okay cool I think it's diatoms Cus it is new tanks like 3 to 4 weeks old and looks more blownish then red in person

It could be diatoms or cyano, is your tank cycling? Don't light your tank during a cycle, all your are doing is growing algae and the algae can get to epic proportions before you even get fully started. Wait till you have inhabitants to start lighting your tank.
By the way if it is diatoms it will go away on its own, if it's cyano it will not.
