They appear to be amphipods or sea fleas which are harmless invertebrates which fish may eat

Upon first glance I would say you got caught speeding, slammed on the brakes, and those fellas got caught not wearing any seat belts or other restraints and hit the window. That, or you have a tank full of mimes.
