Its my dads tank, Noticed the heater was broken so temp has been about 18 degrees. Also he let the perams slip big time and had a huge algae outbreak. Could temperature cause them to close up? Just done a massive water change on it all.

Looks like there is a lot of detritus and algae on the piece, blow that off with a turkey baster. Yes a drop in temp and a changes in water chemistry secondary to a water change can prevent the zoanthids from opening.
 
Yes. I have seen temperature, salinity fluctuation cause this. Maintain the params , they should open up in few days. They don't look too bad. Just closed.
 
Is the tank really new? It looks like with all the detritus that the tank is cycling. I would hit that with a power head first off and get the detritus off of it. YOu can slightly brush with an old tooth brush as well.

That being said. The first thing that you want to pay attention to is your tank parms. You need to make sure everything is good. What are all of the tank parms?
