What's wrong with my goby?

I added my goby about two weeks ago. After a week he started to get a white patch in front of one of his gills. Now over the last three days, the gills on one side have gone from pink to red to dark red. I have no detectable ammonia or nitrites and <5 nitrates (although I am using api for testing). He is behaving normal and eating fine but does not look healthy at all. I think it may be bacterial but I have not seen this before. Any advice on what to do? I hate to see him deteriorating like this.

Anything I can do? Will my other fish be at risk if I don't remove him?
 
Yes, get a hospital/quarantine tank up and running to pull him out and treat him. I'm not sure what it may be but maybe @Humblefish can.
 
Looks like bacterial.

+1 Yes, this is a bacterial infection for sure. And I don't think he will be able to recover without antibiotic treatment. Use this combo of meds on him in a QT: Seachem Kanaplex, Seachem Metroplex & Furan-2. If you can't get all three, at least use either Kanaplex or Furan-2 on him.
