Whatsup with my bubble coral?

My bubble looks miserable for a long time now. Parameters are stable 9, 0-5, 0-0.1(dKH, NO3,PO4) and all other corals are doing well. It is not deteriorating yet not improving. Any ideas? Should it be away from the substrate and the sand spraying gobi?

not sure this is the problem as I did not see him covered as were other corals that deal with it
 
Are you target feeding? Make sure you aren't bottoming out your nitrates and phosphates and keep ALK stable. I would try target feeding if it starts to improve and will take food. I also agree on keeping the sand off of the coral.
 
I do target feed. nothing really bottoms out in my DT. That is why I added the 2nd pic.

I wasn't sure becaue you gave your range as 0-5 and 0-.1. With the accuracy of our test kits nitrates of 3 could very well be 0.....same with phosphates. Bubble coral are pretty heavy feeders......it might just need more nutrients.
