Whelk or snail?

I just got my second shipment in from Tampa Bay Saltwater and I’m not sure if I should leave this fellow in my tank or not. There are two more tiny ones that are similar to him in there too that I should have grabbed for pictures. I’d really appreciate everyone’s help with an ID on this fellow.
