When do you frag?

I have a branching hammer with a couple of heads. It has started growing 3 new heads. Two of them are about 2mm at the stall and just starting, the third one is about 3mm at the stalk and 1.5-2cm at the polyps.

I haven’t come across a lot of discussion surrounding when to safely frag, what size, how many polyps, etc. so I thought I’d ask here.

When is it safe to frag and what has been your experience?

side question: if the two main heads are shading out the lower heads should I frag them away from the base below the tissue and leave the babies?
 
The 2 usual reasons for fragging are:
1-it’s getting too big and needs to be trimmed back
2-your selling frags
Otherwise you can frag whenever you. For example, if I really like a coral I might frag a piece and glue it somewhere else in the tank.
The coral in the pic is really just a frag itself, I wouldn’t frag it yet.
