When is enough??

I'm sure this question gets thrown out all the time, but how do you know when to stop adding fish?
I'm currently running a 90 gallon with a 40 gallon sump housing a reef octopus 150.

Livestock:
Yellow tang x1
Blue headed wrasse x1
Ocellaris clown x3 (bonded pair)
Green chromis x4
Four stripe damsels x2
Lawnmower x1
Blue spiney lobster x1
Various corals frags / small colonies (softies, lps, and sps)
 
Currently my nitrates sit between 5-10ppm. I've always had issues with my nitrates - I purchased a good amount of rock from a local when I first started, and I believe it was old and leaching. It was always at 25 ppm no matter how many water changes I did. Over the coarse of the past 6 months, between constant water changes and blowing out rockwork, I've gotten it down to a steady 5-10ppm. I've recently tweaked my tank set up to add a reactor so I could get the nitrates lower yet. Long winded way of saying my nitrates are currently 5-10 ;)
 
I pretty much add as many fish as I can feed well with one cube of the food I use. Because it's a lot more about how much food is going into the system than how man fish especially when we are talking about fish smaller then 4". I currently have

Yellow tang 3 1/2"
Red coris wrasse 4"
2 chromis
Large pajama cardinal 3 1/2"
Large 6 line wrasse 3"
Clown fish 2 1/2"
Yellow coris wrasse 2"
Christmas wrasse 2 1/2"

And I plan to add more fish over the next few months.

My nitrates stay under 10ppm at all times regardless of my water change schedule (I have gone 6 months without a change before) this may have to do with my 160lbs of rock in the system as well as 80lbs of rubble in the sump

Edit. I also don't run a skimmer just fyi
