I have a 14 gallon IM Peninsula and am currently cycling it with a dead shrimp and live dry rock.

Currently:
Ammonia is down to 0.5 from 1.0 last night.
Nitrite is up to 0.25 from 0.0 last night.

At what point should I take the shrimp out during the cycle?
Or should I wait until the end of the cycle?

Take the shrimp out.

How long has the tank been running totally?

Dry rock is dry rock (dead), it can be seeded and cycled again but if it was completely dry the rock will not assist in cycling the tank any faster.

I would add some bacteria in a bottle, Dr.Tims, Microbacter, Spiro.....

HTH :-)

Its been running for 4 days.

I added Microbacter the day after i set it up

It’s producing ammoina now, so you could take it out now.
You could leave it another week or so, I’ll just kinda help make more bacteria.
