When To Test/Water Change?

When is it best to test my water parameters? Lights ON or OFF? Test a certain time after they have been on? Test a certain amount of time after they cut off?

Ive got 1 question also about water changes. I always see people say change 10% and other say 20%. What is the proper amount of water to change on a basic water change in a tank with no problems?

Check every two or three days, most if the time your fish will act weird if the water isn't right and I don't think it matters if the lights are on. I personally only do 20% bi weekly since I have good filtration

Everything i tested was where it needed to be besides my alk. It was at 12.6 which is a little high. Still need to get a mag test thou.
