Where is my yellow tangs scalpel?

My YT is about 1 year old. His scalpel has yet to come in. Is this normal? Will it come eventually? He is extremely healthy and active.

Some are born without it. Probably a birth defect

Thats a yellow tang. Wonder if it'll still try tail smacking. I have a convict tang (they don't have scalpels) but he still tries smacking other tangs sometimes.
