Where should I place equipment in sump?

I inherited a reef tank with 100 liter sump. The previous owner had arranged the equipment as follows:

1st compartment: mechanical filtration only via sock, 2nd compartment: skimmer; 3rd compartment: refugium with ceramic rings in two large bags on bottom followed by bioblock (cracked all the way thru diagonally from too corner to bottom). On top of these is chaeto and grape shaped algae. Water then flows into last chamber where there are two bags of charcoal and chemipure and then pumped back.

Is this a logical arrangement for my sump set up and bacteria cycle? Should I have the biomaterial in the refugium along with algae? The entire sump is lit with a long led light and not just refugium.

Should I isolate light only to refugium/bio ceramic rings and block?
Someone told me not to mix ceramic rings/biorick and chaeto in same compartment. Can I move any of the sumo equip into the skimmer compartment?

Set up seems good to me. My sump set up is intake is filter sock, skimmer, heater. 2nd compartment is DSB with chaeto with grow light over that. Then into the return section. So lighting is just for the fuge section

The only thing I would change if u can is cheato in its own part of the sump and then the bio block and rings but if u can't then I would get something like eggcrate split the area in half and put this between the bio media and cheato.

Which should be last? Bio block? To promote anaerobic bacteria? If the block is broken all the way thru, is that a problem?

The bio block just needs to be at the bottom in a lower flow area to promote the anaerobic bacteria production. So i would not put that in the return chamber
