Where to put filter media?

I've got a 15 gallon sump with very few baffles (none of which would help with holding filter media) and need to figure out a way to use some. My current idea is to have a 4 inch PVC pipe section with a large hole in the bottom that allows water out. It won't be pretty though and really annoying to mess with. Any other suggestions?
 
Can you describe that a bit better? Where is this pvc pipe? What's it connected to? What's the purpose of it?

A picture of the sump would help also. You don't have to always put media between baffles. You can put a bag of something near the return pump so it sucks water through it. Just make sure it won't get sucked up. You can also put a bag of something under the drain area or near the output of a skimmer. Anywhere that water will be pushed or pulled through the media.

You can also setup an external reactor with a small pump in the sump. This may be your best option to make sure water flows through the media.
