I got this 30g frag tank, thats 24x24x12. I'll be making a sump from a 10g tank. I'm not going to hardline the return. I'm going to use vinyl tubing, aside from a ball valve and a union. I'm thinking 2-3 feet of distance between the pump and the tank. The drain is 1", and the return is 3/4, if that matters. I'm not focused on having too much flow through the sump, or even back into the tank. I just need it moving. All that will be in the sump is a filter sock, a skimmer, and a return pump. I'm not too concerned with maximum flow to the main tank because my flow will be handled by power heads.

I'm looking at the jebao DCS-2000, as I can adjust it if I need to, and that control is pretty handy. Obviously something like a Cobalt MJ1200 is too small, so does anyone have any ideas on a decent pump that is less than $50?

Should take a look at Sicce or Eheim. I have never have problems with my Jebao DC-6000 but have heard some say they have had the smaller pumps burn out.
