Which refugium light bulb to get?

I am running the following a LED bulb (http://amzn.to/2akWzO5) with a clamp light fixture for the past 3 months and t he chaeto did not really grow as much as I would have liked. Breakdown on this bulb:

LUMENTEK Full Spectrum LEDs
12 LEDs running at 1 watt each:
3 White LED @ 6500K kelvin
5 Royal Blue LED @ 450 nanometers
2 Violet LED @ 410 nanometers
2 Red LED @ 660 nanometers

Should this bulb be powerful enough to give decent growth? If not, do you have any bulb recommendation that would fit in a regular light housing?

If you are looking for a new refugium bulb to go with, I get very good growth from this one from Lowes.

 
Best bulb will be 80% red led, 20% blue led. If you look at plant grow bulbs, you should find a decent solution. That being said, the one you have should be doing ok, but in addition to the light source, you also need a food source for the cheato.
 
I would think that bulb you show would work. Here's the question....do you have nitrates and phosphates for your cheato to grow? If you don't, it won't grow, regardless of the type bulb.
