I need a suggestion for either a DC skimmer or regular in sump skimmer for new SCA 66 I am building? I would like to stay South of 325 dollars. I plan for a heavy bio load and also plan a refugium and possible bubble scrubbing. I have been out of hobby for the last 12 years and I am having a blast getting setup. Thank you, in advance.

You have a beautiful tank! There are a wide array of quality skimmers and you will likely get many responses and opinions. Personally I have been using #reefoctopus skimmers for over 10 years and have been very pleased with their performance. For a 66 gallon tank with a heavy bio-load I suggest that you look at their models that end with a 130 or 150. One of their skimmers that I am currently using is the Reef Octopus Essence 130 which has a nice sleek footprint and fits into my sump in the main chamber along with the Reef Octopus algae reactor (L-150). Good luck with whatever you decide!
