White cotton algae?

So I've got this white cotton looking algae growing at the top of a few rocks ever since stalled some new lighting so I cut the lighting back to try to starve it and pretty soon I'm going to scrub it next but I'm just curious what kind of algae this is and want to make sure it's just cause because of the lighting below are some hard to see pictures of it because of how transparent it is but it sways in the current.

I have a carbon reactor and I've noticed my kobalt power head barely has any pressure moving it through anymore water. Why would carbon cause this?
 
Looks like a bacterial bloom to me. Decrease carbon dosing. This will usually go away on it's own but it can deplete O2 so make sure your getting plenty of surface disruption/gas exchange.

What's causes bacteria blooms? Why would carbon do this? I thought carbon cleans things up.
What can I do to help prevent this in the future and what can I do now to treat this?
 
Carbon dosing is the addition of carbon bearing compounds to the water, such as vinegar, voda. NoPox etc.. Carbon pellets are indeed water purification method but not what causes a bacteria bloom. Just a clarification.

Everywhere I keep researching it says a bacteria bloom is cloudy water and you'll see a film on the surface. This stuff is attached to my rocks it's very transparent

Sorry for the misunderstanding. I should have said stop or decrease carbon dosing if you are using it. GAC is different and not a source of organic carbon.

@tripdad explained if much better.

Not always. In it's mildest form it may look like a white, opaque growth only on the rock (and occasionally on the glass). It's not anything to worry about and will usually resolve on its own.
 
This is an oversimplification but....if a growth has no cellular structure, no lines, ribs or anything just looks like a clearish blob it's likely bacteria. Most other things, algaes, sponges, etc. have structure of some sort.

I sure hope so. I've never had any problems with this tank but I do put a piece of Shrimp in there for my clean up crew it's usually gone by morning. Maybe it's not actually gone and it's still there causing problems.
 
bacteria/fungal bloom and best bet is to reduce white to 10% and dose 1ml per 10 gals of Hydrogen Peroxide. In about 4 days should be broken up
