White Debris on Glass

I've been fighting this stuff for quite awhile now. I can clean the glass more than once daily and it almost immediately shows up again. I have tried the following:
- limiting white channels to 4 hours a day at 5%
- removing them with weekly 5 gallon water changes (60 gallon cube)
- adjusting skimmer (which I don't think I've ever got it to actually perform correctly). I say that because the cup rarely seems to collect anything.

I'm wondering that the debris isn't making it to the down drain, maybe? I say this because the filter sock never seems to collect very much, if anything at all. I also question lack of flow. I only have 1 wavemaker.

First, I guess I need to know what it is I'm actually fighting.

Its an algae of some kind. That is collecting stuff from the water column.
How old is the tank?
 
Just over 3 months.
 
At 3 months you are going to go through a few algae blooms i would keep doing your current maintenance, the weekly water changes, switching out socks, perhaps add a few more snails, maybe 5 turbans per 20 gallons to start. And a magnet scraper like a flipper so glass cleaning is a little easier.

id stay off the led changing other than corals bleaching or browning, i have never cured algae in fw or sw my turning up or down a light.
