White film on storage water

I left some rodi water in my storage container for 3 weeks, and today I opened the lid to find this thick white film on the surface of the water. What is it? Is it normal to have this film in stagnant water? Or should I discard container.

Did you use Instant Ocean salt? I’ve been seeing an increase in white film/brown crud after mixing it.
 
I’ve experienced same thing with IO. A couple of storage days seems to be fine but longer periods of time create that film. It cleans up pretty easy with a hose or damp cloth with just a little vinegar.
 
Instant Ocean has always had white/brown crud in it, which I assume is just the anticaking agent. But what I’ve seen come out of my last 6 boxes is just ridiculous. I’m done with IO, unless I’m really in a bind or get an incredible price on it.
