White long like algae

I have been trying to get rid of that white algae looking stuff but seem to not win the battle....any idea what it is and how I can get it down for good ? E38BBA98-384F-4E00-BD80-BECF04670C72.jpeg

No I can only get them with a brush and no carbon at the moment but that started with carbon before

 
And yes that is new rock but it was on the old rocks before and I only have the center few rocks new the rest is old and I have it everywhere
I tested my levels at the store they’re perfect I also have a doser on it to keep everything stable but that stuff seems to love my rock work .... at first it looked like a fuzzy white film now it grows like hair any idea on what it is and why I have it ?
 
Is it only on the underside of rocks and truly white? A video or picture under more whitish lighting would help.

I suspect it may not be algae at all but a bacterial bloom. If so I wouldn't worry about it. I have this all the time in caves and the undersides of rock without any issues at all.
 
Yes manly under and it’s white if it gets light it starts to get a darker color but it is starting to come to the upper side of rocks and then it’s dark brown. It grows around everything and in between like the bottom of my lobo and or between the zoas
