The bag had a small rip in it and I think that allowed moisture to get in, my questions are what is the white precipitate(I think its calcium carbonate) and is it ok to still use?

I'd mix up a batch, let it settle until clear, and measure the alkalinity. If it is not too low, then the salt is OK to use. 
The hardened material may be calcium and magnesium carbonate, but it might also just be sodium chloride that solidified.
