While I'm not an expert in fish disease, I'm about 90% sure this isn't Ich. It looks more like some grains of sand on the fins of the Midas Blenny. Now, he does live inside a rock, and it's possible it is just sand.

But here's the strange part, the clown fish has been pecking and trying to get at him all morning. Could that be an indicator of something going on?

The two clowns, jawfish and dragonette don't show any signs of this, or any other disease.

So watching these two continue to go at it, it looks like the clownfish is trying to pick the white things off the blenny. Honestly I have no idea what's going on with these two.
