White spot on my Toby puffer

My Toby puffer has recently developed a white spot on it's back. He used to swim around the tank now he is laying against the rock the last 2 days and he is barely eating please help if you have any ideas.

Any white filmy areas should be viewed with suspicion. Is it just the picture angle or is the puffer bloated looking?

The puffer is not bloated

This just came off his back. I think his slime coat is peeling
