White spots all over Citron Goby

Just noticed these spots on him that surfaced the last few days. He's fairly new to the tank. Could he be stressed? I recently added a diamond watchman goby and i think this started shortly after. Is this ich? He's still very active and eating fine. None of my other fish have these bumps.
