White Spots On Blue Tang?

Looked at my tank this am and my Blue Tang was hiding in a cave. Wouldn't even come out to eat which is not normal. Eventually he came out and I noticed white patches along the top middle of his dorsal fin. Almost looks like his fin got a buzz cut. Its not ich but couldn't really find anything similar online. All the other fish are looking good and acting normally. Sorry the pics are not the best, hes not a fan of the camera I guess. Thoughts?

Could you try to get closer pics? It’s hard to make out what the problem could be.

Agree need better pics and a short video done with white lighting. Beyond that please answer as many of the questions as you can from this post.

 
Looking at the pictures - which I think are probably ok. - with your input. Are the fins 'trimmed/eaten' or are the fins 'clamped' - i.e. the fish is holding them close to the body. If you can answer this - 'the fins are 'gone'' - that suggests bullying/aggression - and this looks like a small fish - (a juvenile) - as compared to an adult. If not - then pictures under while light would be helpful
 
Since I can't make out the fin issues in the photos, I'm focused on the other symptom - the fish didn't come out to eat as normal. That is a major symptom. If something causes a fish not to eat, you almost always need to intervene with some treatment or change. Very rarely (if ever) will a fish just stop eating in its normal fashion and then start eating later on with no treatment or change.

Tank is 1.5 years old
Temp 78.5
pH 8.4
Salinity 1.025
Ammonia 0
Nitrate 4ppm
Phosphorus 0.04ppm

This is the first time I have seen this issue. I dropped in a cube of mysis and he was out with the rest of the group eating away. I don't believe it's aggression, these guys have been together for the better part of a year with no issues. The fins looked 'clamped down' I don't think they are actually missing. Still trying for a better pic.
