Mat be colonial hydroids buy need closer viewing. Regardless, you can place snails in container of tank water and Gently scrub off with a firm toothbrush and return snails to tank

No, but they multiply quickly and steal floating food particles

So just brush them off to control them. Nothing else to do ?
