I got this white tail Bristletooth tang but I notice his tail has started to get black. Is there any reason for that

You should test all parameters and see if there is ammonia present. It may just be stressed due to the lack of live rock or hiding places.

I just did a ammonia nh3 test and I have no ammonia in my tank

Then it is probably just stress related. Try adding some type of cave for him/her

Colors are not much off from normal. the environment alone will impact its stress level. Other factors are water and diet.
What test kits are you using ?
Focus on Ammonia-ph-nitrate
What foods are you offering ?

Well if he is going in and out if the pvc that should help. As long as it’s eating I wouldn’t be too concerned unless you start noticing and symptoms like cloudy eyes or visible sores. Just keep monitoring parameters and reduce the lighting a bit.
