Try Reef Geek. If you order enough bulbs you get free shipping. Just get together with some of your other local reefers and split up an order.
These folks also do an awesome job of packing and shipping. They use a triangle shaped shipping container and use styrofoam to hold the bulbs in place. We haven't had a bad bulb or one break in shipping from them at all!

I'll second Reef Geek. I use them whenever I have to replace my 60" ATI lamps. Orders over $200 (I think) ship free. That's a huge savings. The lamps are very securely packaged. I've yet to lose a lamp bought from them.

TB Aquatics has good prices on ATI bulbs as well and they ship in tubes with bubble wrap and packing paper
