Why can't I have 2 clowns?

Why can't I keep 2 Clowns? I have a 15g IM Fusion. Stocked with 17lb live rock, have since added 5 blue leg hermits, 2 bumblebee snails and have now lost 3 Clowns in attempts to keep a pair. We will call each clown A, B, C, D

Situation #1: Bought 2 relatively small but same sized standard Occelaris Clowns, clowns A and B. About 24 hours later 1 of the Clowns had torn fins with the tail fin being nearly gone and died overnight, RIP clown B.
Situation#2:Added clown C, a slightly larger clown than clown A, again, in a short amount of time a clown dies, this time Clown A is found stuck to the drain but doesn't show any signs of being attacked.
Situation #3: Added a close to same size clown as clown C, clown D. 24 hours later, Clown D is found in the sand, no signs of aggression but appears to have had its eyes and possibly insides eaten, assuming from cleanup critters.
Tldr: Added clown A and B, clown B died from what appeared to be aggression. Added clown C, clown B died from unknown causes. Added Clown D, Clown D died again from unknown causes. Is a 15 gallon with a 10ish gallon display just too small for these notoriously mean fish. I've now spent $80 on plain ol clowns.
