what would make you choose copper over antibiotics? I’ve never had luck with copper.

The two are not mutual. They treat different things. Antibiotics aid in the healing of a bacterial infection.

Copper kills ich/velvet in the free swimming stage. So copper is benefecial in ridding fish of parasites as it prevents re-infection.

Copper has a narrow band of effectiveness. It's very important to maintain the therapuetic level coinciding with what type you are using. If the Cu level isn't high enough the fish may still be afflicted by parasites. If the level is too high it can become toxic.
