They follow each other everywhere and stay very close to each other, but they're both maleAre they flirting?
They don't care that they are both male. After all these years, I've only seen one set of male seahorses fight and they were large wild caught Reidis. I've seen many males, in the absence of females, get frisky with other males. If I had to guess, I would say they were courting, not fighting. I can't say that with 100% certainty which it is, but I can tell they were "at something" in those photos.
