They follow each other everywhere and stay very close to each other, but they're both male

They don't care that they are both male. After all these years, I've only seen one set of male seahorses fight and they were large wild caught Reidis. I've seen many males, in the absence of females, get frisky with other males. If I had to guess, I would say they were courting, not fighting. I can't say that with 100% certainty which it is, but I can tell they were "at something" in those photos.

Yes, they definitely have been flirting 24/7 since then. Funny things to watch. But they're doing fine, eating well. The yellow one has gotten darker but other than that everything seems the same and good. Which is a lot better than what happened with the first seahorse.
