It came from a scientific study on goldfish from the 70's. They did a feeding trial and I think if I remember correctly that they baited hooks and caught the goldfish, dumped them back in, and after 3 seconds the majority would get caught again on the hook. So at that time they determined that goldfish have a 3 second memory, which was later disproven but it stuck around. Hope that helps! I used to have the link but I can't find it, sorry.

In recent years scientists have really turned their attention to fish intelligence, keying in on the old adage that fish don't feel pain. The scientific papers they have published are ground breaking. Scientists found that not only do fish feel pain, they are far more intelligent then previously thought, enough so that they may be conscious. It's just a myth. Where did it come from? I don't know, there are lots of fools out there. 
If they had a 3 second memory they wouldn't beg like dogs every time I pass the tank.
