Why does cloudy water keep coming back

For some reason after the week after I do a water change cloudy water comes right back and I am wondering if there is anything that can cause it or how to get rid of it. Thanks

Best way I got rid of it in a buddy's tank was running a small portable UV. In a couple of days water started to get clear and when I shoot the UV OFF for a couple of days it came back so I turn it back ON for a couple of days until It didnt come back I actually keep it OFF and just use it when need it. Avoid water changes for a couple of days it just makes it worst IMO.
