I haven't siphoned the sand in quite some time, is that the reason it looks like this? Or do I need to step up my CUC?

Looks like algae is settling in. Gently rake the very top, not deep. Small area at a time. Keeps it oxygenated and less prone to trapping gases. Up your flow in the tank if you can.

And or get a sand sifting goby or Nassarius Snail.

Nassarius snails only eat meaty foods, not algae.

I've tried all kinds of sand sifting invertebrates. I've found that in my case, the only thing that keeps my sand clean is routine vacuuming during monthly water changes, as well as stirring parts of the sand bed every few days to keep it from building up.

Hit that sand with a turkey baster. Start with a small area one day then another the next and so one over the next week. Onece you have done the whole tank start blasting the entire sand bed every few days. My sand always looked poor till i started doing this every few days, my sand stays super clean now.
