Why dose this Algae keep coming back

Sup guys this Algae keeps coming back I knock it out with reef flux then comes back in a few weeks…is this normal? Tank is one year old Hanna checker says nitrate at 5..po4 0.03……should I just let my Nutrients zero out if I run my skimmer 24/7 they go to zero…any help would be really Appreciate it this is driving me nuts
